Nigeria is the legal, curriculum, privacy, school-approval and initial examination baseline. Cross River State is the primary school-authority interface.
The first headquarters is planned as a compliant administrative, records, governance, staff and content-production base. The exact property remains subject to approval.
Every whole-school aspect is seeded, deepened in governed passes, and placed in maintain-only status when it is sufficiently mature for the approved operating horizon.
Strategy, recognition and examinations, welfare, senior secondary pathways, integrity, credentials, inclusion, practical placements, AI governance, operations, Calabar headquarters, finance, HR, resilience, pilot governance and low-bandwidth access advanced to operational specification.
Twenty earlier operational domains were rehearsed with fictional roles and synthetic records. All remain at L3 because no real role-holder, production environment or external authorization was substituted by the exercise.
Legal, regulatory, property, partner, staffing and examination actions remain open gates, while internal curriculum, systems, policy, simulation, budgeting and readiness development continues.
Development status: 36 of 52 aspects are at operational specification and 16 are at structured design. No aspect is represented as registered, accredited, live, or controlled-pilot approved.
ATLAS is presently an OEOM business-unit design baseline. A home jurisdiction, school authorization, safeguarding framework, privacy controls, credit authority and examination relationships must be approved before corresponding claims or enrolment operations begin.
